DIRECTIVE 2014/68/EU PED
Directive 2014/68/EU PED (Pressure Equipment Directive) of the European Parliament is a Community product directive that replaces the old Directive 97/23/EC with executive effect starting from 19 July 2016, on the basis of the transposition implemented in Italy through D.Lgs. 15 February 2016, n. 26 (GU n. 53 of 4 March 2016).
PED therefore extends and clarifies the range of Essential Safety Requirements that pressure equipments marketed in Europe must necessarily possess in order to be manufactured, sold, installed and – finally – used in safety.
Of course, it is not a question of a prescriptive technical standard and does not go into detail on the design, calculation and/or validation methods of pressure equipments in question, except at the level of general requirements, in particular of resistance and admissible stresses in reference to the harmonized standards.
Main Directive objectives are, rather, of an economic and social nature: it is proposed to ensure that pressure equipment and assemblies subjected to a maximum allowable pressure (PS) of at least 0.5 bar can be freely placed on the market (or imported) only if properly designed, stored and used for their intended purpose. This must take place under reasonably foreseeable conditions of use and such as not to endanger people's health or safety.
To this end, the new Directive has introduced significant changes regarding operating fluids classification, economic operators roles classification linked to the commercial supply chain and the naming of the modules relating to confomity procedures.
Years after its issue, PED still represents an important reference in pressure equipments world, but the difficulties that many operators encounter in dealing with its classification criteria and with the technical-community language give rise - not infrequently - to doubts and disputes that only the assistance of a qualified specialist may resolve.
