According to common opinion, anyone can throw together "four lines on the asphalt", but the perspective changes along with the context: in an industrial environment, those same "four lines" become the silent backbone of an information system that requires planning, attention to detail and, above all, a decidedly pragmatic approach to recognizing issues in the field.

STEM 2026 NATIONAL WEEK

At the beginning of the STEM 2026 National Week dedicated to STEM disciplines (which rightfully include engineering), a reflection arises spontaneously linked to the frequent – and inappropriate, in my opinion – contrast with the humanistic sphere, often considered the only promoter of values such as creativity and progress.

Today, does it still make sense to emphasize this fictitious and mutually exclusive distinction, or would it not be more stimulating to embrace a holistic vision of the very concept of culture following the example of authors such as Carlo Emilio Gadda (engineer), Primo Levi (chemist) or Luciano Bianciardi (philosopher and, at the same time, translator of scientific works)?

PROFESSIONAL TRAINING AND TU 2026

Approved by the Consiglio Nazionale degli Ingegneri (CNI) and officially in force from January 1, 2026, the new "Guidelines for the updating of professional competence" (Testo Unico 2026) update the criteria on which freelance professionals must base their mandatory training.

Territorial Orders – first and foremost, the Order of Engineers of Milan – highlight its evolutionary character compared to the Testo Unico 2025, although many colleagues oscillate between appreciation and perplexity: the strengthening of quality is positive (e.g., tracked distance learning, limits on aggressive sponsorship, less room for the "CPD credits business"), but the strong bureaucratic imprint desired by the CNI remains nonetheless debated.

Law 13 December 2024 n. 203 ("Provisions on employment") introduces, among other measures, some innovations concerning freelancers, providing - for example - the suspension of the terms for obligations in the event of childbirth, termination of pregnancy or the need to assist a minor child (Art.7) as well as new guarantee measures aimed at separating self-employed and subordinate activities, also with regard to the choice of one's domicile (Art.10).

Fifteen years after the TU 81/08 issuance on safety, there are still many working areas that do not benefit – in whole or even in part – from full practical recognition with regard to the protection of the health and well-being of workers. Condominiums are long remained in this grey area although statistics report over 6'500 serious accidents a year, for a total of almost 1.4 million buildings at immediate risk.

THE ART OF INTRUSION

To date, it still makes sense outlining a clear boundary between the different meanings we give to the word "safety", or it would be more appropriate to recognize that the impact of the digital transition makes such a separation increasingly indistinct and that the same resources are exposed – once again time – to multiple threats, not least those posed by a mix of social engineering and cybercrime?

To deepen this theme, today I recommend the two volumes "The art of hacking" and "The art of deception", both by the programmer (and ex-hacker) Kevin Mitnick (Feltrinelli, 2003-2006), works by now mature from a purely technical point of view of modern cybercrime, but undoubtedly valuable as regards the logic that must guide, upstream, the process of criticalities analysis and proactive management of security in the IIoT 4.0 environment.

This is to remind us that the much coveted "interconnection requirement" is still a two-way street and anyone who does not check in at the door risks finding themselves unwelcome guests in their own home.

Today I recommend you "The Ethics of Artificial Intelligence" written by the philosopher and essayist Luciano Floridi (Raffaello Cortina Editore, 2022), a rigorous and (in my opinion) indispensable work to begin to understanding the many aspects that characterize the world of artificial intelligence starting from the basic distinction between imitative and cognitive systems.

Through a clear and methodical approach, the author goes into the merits of the developments, opportunities and challenges related to a technology that, to date, has reached a critical passage such as to impose ethical and social choices for the future.

In short, an greatly interesting reference and, above all, a valid alternative to the today's "parlor chatter" about AI and machine learning.

Today I recommend you "Antifragile" by the philosopher and mathematician Nassim Nicholas Taleb (Il Saggiatore, 2013), a work that refines and deepens his reasoning that starts in "Fooled by Randomness" and was best developed in "The Black Swan".

It's an essay full of unconventional concepts that push to face in a new way the complex systems modeling criteria, traditional probabilistic tools and risk assessment theories, overcoming the idea of resilience to arrive at the principle of antifragility.

Highlighting common misunderstandings and deceptions that characterize the field of economic-scientific dissemination, Taleb gives us a concrete approach based on heuristics and on direct confrontation with reality, or with its inevitable level of intrinsic disorder.
